2026年澜湄执法安全合作高官会暨“平安澜湄2025”联合行动总结会在安宁召开 The 2026 Lancang–Mekong Senior Officials’ Meeting on Law Enforcement and Security Cooperation and the Summary Meeting of Joint Operation “Safe Lancang–Mekong 2025” Convene in Anning
From 26 to 27 January, the Lancang–Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC) convened the 2026 Lancang–Mekong Senior Officials’ Meeting on Law Enforcement and Security Cooperation and the Summary Meeting for Joint Operation “Safe Lancang–Mekong 2025” in Anning, Yunnan Province, China. The meetings aimed to implement the important consensus reached at the Lancang–Mekong Ministerial Meeting on Law Enforcement and Security Cooperation, comprehensively reviewed the outcomes of regional law enforcement and security cooperation, explored priorities for the next stage of cooperation, and further promoted in-depth and substantive cooperation in law enforcement and security among Lancang–Mekong countries. Senior officials from the Commissariat General of National Police, Ministry of Interior of Cambodia, the Ministry of Public Security of China, the Ministry of Public Security and the Ministry of National Defense of Laos, the Ministry of Home Affairs of Myanmar, the Royal Thai Police, and the Ministry of Public Security of Vietnam attended the meetings.
The Senior Officials’ Meeting held in-depth deliberations on key issues pertaining to regional law enforcement and security cooperation. The meeting reviewed LMLECC Annual Report 2025and the Work Plan of Lancang–Mekong Law Enforcement and Security Cooperation in 2026, and exchanged views on the Conceptual Document for the Establishment of National Anti-Fraud Center in Lancang–Mekong Regionand the General Rules for the Supervision and Verification of Suspected Online Scam Compounds in Lancang–Mekong Region. All parties unanimously endorsed the relevant work report and plan, recommending further improvements to the aforementioned documents and rules. All parties agreed thatonline scam remains the most severe transnational crime in the Lancang-Mekong region at present. It is necessary to further standardize, institutionalize, and enhance the sustainability of regional law enforcement and security cooperation through institutional development and rule alignment, demonstrating the firm resolve of the six Lancang-Mekong countries to jointly combat online scam. The Meeting also discussed arrangements for hosting the next Lancang-Mekong Ministerial Meeting on Law Enforcement and Security Cooperation and Senior Officials' Meeting.
The Summary Meeting for the Joint Operation "Safe Lancang-Mekong 2025" comprehensively reviewed the overall implementation and key achievements of the joint operation. All parties shared insights and practices regarding the targeted focus areas, and transnational coordination mechanisms, while engaging in in-depth discussions on existing challenges and the direction for the future joint operations. According to statistics, since the launch of the "Safe Lancang-Mekong 2025" joint operation, all parties have investigated a total of 8,012 cases involving online scam as well as online gambling, resulting in the apprehension of 14,047 suspects. Additionally, 122,503 drug-related cases were addressed, leading to the arrest of 139,956 suspects and the seizure of over 82 tons of various drugs along with 169.73 tons of precursor chemicals. Furthermore, 1,017 human trafficking cases were handled, with 718 suspects captured and 1,469 victims rescued.
The Meeting highly commended the recent positive progress of all parties in combating online scam. It was unanimously agreed to continue vigorously advancing joint operations and deepen efforts to combat and eradicate these criminal activities.
